He was born December 24, 1962 in Waverly, son of John McDowell of Lucasville, Ohio and the late Doris Rouse McDowell. Surviving is a daughter, Samantha McDowell of Piketon, Ohio, a granddaughter, Lilliann Moss, a brother, Bryan McDowell of Lucasville and a sister, Caprice McDowell of Lucasville. Jeff was a former construction foreman and a U.S. Air Force Veteran.
